Require password on wakeup does not work on GPO Power Plan

We've been having an issue with both computer assigned and user assigned power plans set in Group Policy.  Regarding where the plans were assigned, the "Require password on wakeup" which was set to NO in the power policies always would revert to yes on the computers receiving the policies:

The Power Plan was set this way in GP:



However Clients would still have the setting set to Yes:



The solution, was another GPO which needed to be set to disabled, located in the:
Computer Configuration>Admin Templates>System>Power Management>Sleep Settings:




 Both of these policies must be set to disabled (even if they are on "not configured"):


Require a Password when computer wakes up (on battery): DISABLED
Require a Password when computer wakes up (plugged in): DISABLED

Upon disabling these two policies, and performing a gpupdate /force on clients, the Require a password for wake settings now says No.
